Cambodia Microfinance Association (CMA) is a non-profit, membership-based organization established in 2004 to ensure the prosperity and sustainability of the microfinance sector in Cambodia. CMA is recognized by National Bank of Cambodia and is part of the Association of Banks in Cambodia. Currently, CMA has more than 100 members operating in 25 provinces and serving more than 2 million households.

Position Overview

The Head of Communication and Public Relations (HCPR) has strategic responsibility for CMA’s communication strategy. (S) He will be responsible to lead the association’s communications activities, building CMA’s external profile and influence, extending CMA’s reach and media impact, and ensuring its research, development and policy work has a wide impact. (S) He must be able to take pro-active action in promoting microfinance sector in Cambodia and responding to crises and setbacks when necessary.

  3. MAIN DUTIES AND RESPONSIBILITIES:

      Strategy

  • Develop communication and public relations strategies and overseas the implementation of the strategy (including campaigns, events, digital marketing, and PR);
  • Prepare an annual planning and budget and keep monitoring to ensure that all activities are effectively implemented and reflected to CMA’s core business and the wide-sector;
  • Monitor and identify emerging issues and challenges that are facing the sector and propose solutions and appropriate response to protect good reputations of CMA and its network & members (dealing with crisis communication);

       Building relationship and networking

  • Maintain effective communication and relationship among CMA network& members, and provide guidance and support to members on communication and public relation activities;
  • Strengthen communication and relationships with CMA’s partners and key stakeholders in order to build mutual trust and understanding; 
  • Ensure the effective use of the funds;

       Public Relations:

  • Make sure that CMA communications promote the right message to maintain a good brand image of the sector;
  • Ensure the appropriateness, timely and correctness of information sharing to public in all channel authorize in CMA;
  • Manage social media, website and other mean of communication, and other direct programs to improve sector reputation and recognition by public;
  • Lead on the drafting annual report, press releases and other key publications
  • Guiding day-to -day activities to the communication and PR team;
  • Ensuring that the objectives are implemented by the team successfully;
  • Organize events that promote the work of CMA and its network & members;
  • Develop IEC materials to promote CMA members (MFIs) in public;

       Media relations:

  • Keep track of media coverage on Microfinance sector and relevant sector such as banking and investment;
  • Maintain media contact list, build good relationship with media and liaise with media professionals and outlet to make necessary coordination ensuring a positive portrayal of CMA and its network and members at all times;
  • Act as key contact point with media and relevant stakeholders;

       Others:

  • Perform other duties as necessary for the effective performance of his delegated by the Executive Director;
  1. REQUIREMENT

      Minimum qualifications

  • Master/Bachelor in Business, Management and/or Marketing;
  • Ability to think creatively, strong conceptualization and analytical skills, and capacity to contribute to future planning;
  • Outstanding written and spoken communication skills, both English and Khmer;
  • Good interpersonal skills, ability to relate well to others;
  • Strong ethical aptitude, and ability to work independently without close supervision;
  • At least 4 years of relevant work experiences in marketing and in management role;
  • Be able work under time pressure and willing to extra step to deal appropriately with issue arise;
  • Proven experience of leading a communications function, preferably in a research or “think tank” or sector associations;
  • Proven evidence of developing and delivering communication plans which build profile and influence, and deliver media impact;
