EXECUTIVE DIRECTOR

CMA Overview

Cambodia Microfinance Association (CMA) is a non-profit organization established in January 2004 to ensure the prosperity and sustainability of the microfinance sector in Cambodia. Currently, CMA has more than 100 members operating across 25 provinces in Cambodia and serving around 2 million households.

Position Overview

The Executive Director (ED) is the most senior position of CMA and reports to the Chairman and Board of Director. ED is responsible for the organization's consistent achievement toward its mission and vision, and for the operational and financial sustainability of CMA. ED is principle manager of CMA Fund.

Key responsibilities

Leadership & Management, Operation

  1. Ensure that the organization has a long term strategy to achieve its mission and vision, and toward which it makes consistent and timely progress
  2. Provide leadership in developing program, annual organizational and financial plans in consultation with and as approved by the Board
  3. Ensure optimal efficiency of the management, operation and finance of CMA -- which includes developing and implementing policy, hiring and releasing of all personnel, approving pay increase and benefits of management and staff, verifying/approving financial report and expenditure, etc.
  4. Manage CMA Fund under the guide of CMA Fund Policy and CMA Board

Membership and Services

  1. Liaise between Board, all committees and advisory structures of the CMA
  2. Promote, lobby and advocate for the interests of members and microfinance sector
  3. Ensure that all members are adequately represented and engaged
  4. Provide both income generating and non-income services that are valuable to members and partners to support the growth and sustainability of the sector

Communication, Relations and Information Management

  1. Represent CMA and the views of the sector to partners, regulators and authority, and the general public
  2. Promote awareness about the microfinance sector and address critical issues that could affect members or the sector
  3. Maintain up-to-date and intuitive information channels and other social media platform of CMA
  4. Develop and enhance data and information management platform for analysis and insight

Microfinance Sector Sustainability

  1. Maintain a working knowledge of the developments and trends in the microfinance sector, both locally and internationally
  2. Identify and appropriately address key challenges of the sector
  3. Work to improve financial access and capability of the microfinance clients
  4. Identify sources of funds and development partnership to ensure CMA’s external funded programs and projects run smoothly and deliver their expected outcomes
  5. Promote human resource development and bridge the skills gap in microfinance sector and, to greater extent, the whole financial sector by ensuring effective strategic plan formulation and implementation

Qualifications

  • Graduate degree in business management, finance or organizational development related disciplines.
  • At least 10-years management experiences; practical understanding about the Microfinance sector is essential
  • Practical knowledge in dealing with government and authority, and development organizations
  • Experience in organizational effectiveness and operations management, implementing best practices; preferably with good business acumen
  • Demonstrated leadership ability
  • Able to multitask and manage time between different stakeholders
  • Good communication and interpersonal skills, persuasive with details and facts
  • Confidence and Experience in delivering presentations to stakeholders for different purposes e.g shareholders, BoD, Donor agencies, Members and CEOs
  • Excels at operating in a fast pace, richly diverse environment and result oriented
  • Ability to challenge and debate issues of importance to the organization
  • Fluency in English and Khmer, and confidence to communicate at a professional level with external parties in both languages
